WHY MIGRATION IS HARD
The legacy stack doesn't export cleanly.
Crystal Reports (.rpt files) embed business logic that doesn't export cleanly. Universe definitions in SAP BO are highly stateful. Most “migration tools” lossy-convert reports into a different vendor's format, which means you redo the work twice.
